Error Transmitting data to GP database: - The maximum string content length quota (8192) has been exceeded while reading XML data. This quota may be increased by changing the MaxStringContentLength property on the XmlDictionaryReaderQuotas object used when creating the XML reader.
This error is caused by a missing or insufficiently sized configuration in the econnect config file.

Each Binding in the econnect config file requires a MaxStringContentLength property.
If this property exists, then you must increase it.
