Re-enable an account that was suspended for exceeding Quota Limits on a local Atom Cloud

Account running on a Local Atom Cloud has been suspended for exceeding a Quota Limit.

1) Figure out why account exceeded quota limit. (Most likely it was from a runaway process execution, but be sure)
2) Clean up that data (make sure not to delete any necessary production data)
3) There's an automated process to check quotas and to check suspension, you can re-enable a suspended account by removing it from the <ATOM_HOME>/accounts-suspended directory
