Error no sapjco3 in Java.library.path

Attempting to install SAP on a Windows 64 host, and followed the instructions in the reference guide, but still getting
the error : Error no sapjco3 in Java.library.path . The proper SAP .dll, and .jar files are in the userlib directory. Why do I still
get the error ?
Make sure the sapjco3.dll and sapjco3.jar are only in the <Atom_install>\userlib\sapjco directory.

If any of the two files are present in any other directory, they must be deleted.
