Firstly you have to make sure that you are using Oracle JDK and not open jdk.
2. Make sure that the java path is correct and you are using jdk\jre\bin to run the jstack.
3. Make sure that you are running the command as an administrator.
4. Make sure that  JAVA_HOME and path have correct java versions.
5. If all this looks good then try stopping the atom.exe and then restart the atom. Now run the command and this will fix the issue for you.
