Receiving "Atom xxxx PROD (atom) is now offline" messages between 1 and 7 per day, cannot use Atom - Schedules are running

We have isolated the issue to the network between our ISP and Boomi's ISP (Level 3 and Rackspace)

I need some suggestions on how we can fix this.  Boomi has closed the ticket and our ISP is waiting for them to provide traceroutes back to our ISP.
Not only are these alerts annoying, but we cannot rely on them.
