Shared Web Server Basic Auth new username not working

We're using Basic Auth with our Shared Web Server Settings, and when we create a new user under the User Management tab and generate a token for it, the username/token doesn't work for requests to the Web Server.  Has anyone else run across this?  Is there another step we need to be taking?

 

We've tried clicking OK to the Shared Web Server Settings dialog to make sure we get the "Shared Web Server settings updated" message, but the new user/token still does not work. 

 

Any thoughts?
