XML Data elements dump into flat file

I am getting XML data with one one of the XML element has all the headers and other XML element has all the respective data with delimiters..I need to load this data into a file..Header values are always static..I want to load the data set with delimiters into a file..Please advise on how to do so.

I just want to dump the data in row element into a flat file (header values are always static in the columns element so I can create flat file structure in advances with the headers) but can't figure out how to dump the data set into the file without any alignment issue so I read it in CSV..Delimiters is always comma.
