Working With Database Tables

Before I spend too much time attempting to figure out the best way to do this I thought I would ask.

I am reading a database table from one system and copying the contents to database table in another system.  Call it table "A" from system "A" to "Local A".  No problem with that.  Now I am reading a second table, "B" from system "A" and before writing to "Local B" I need to see if the record is in table "Local A" and if so, exclude it from the insert to "Local B".  The database reads and writes are a single document so do I need to map these to XML documents so that I can compare and potentially exclude the ones that I find in Local A?  Or is there a slicker way to do this?
