FTP connector not entering Catch branch of Try/Catch on error

I have an FTP shape and I'm intentionally configuring incorrect connection info to force it to error out so that I can test the Catch branch of the Try/Catch shape.  The error is being logged at the Try/Catch shape, but the process flow is never going down the Catch branch --  it stops at the Try/Catch shape:

Note that I can generate another error condition, like successfully connecting to the FTP server but setting the FTP Operation to have an Action of 'PUT - Error When File Exists' and push a file of the same name, and the process flow correctly goes down the Catch branch.

Connection errors seem to be a different animal.  Is there a configuration step or some logic step that I'm missing?
