Are execution time spikes expected?

We have a real time process load balanced between two atoms. The average response time is pretty good around 270 ms. Every few minutes or so a transaction or two seem to spike to 1-2 seconds. And then there's very odd occurrences of a transaction lasting 18+ seconds a few times a day (even had one at 62 seconds). Has anyone noticed this type of behavior for a real time process?

We are calling a web services server which does a few maps and decision steps before making a SOAP call to another application.

Thanks for any feedback.
