I seem to be having this problem when installing a local Atom.
I've added proxy settings and still get the same issue, any assistance would be much appreciated
Initiate the atom installation as an administrator...
That's how its already being initiated, sill the same error
Whitelist the BOOMI IP address and give a try.

Make sure you have necessary outbound port opened for Local atom to establish connection with Boomi Atomsphere.

If there is any antivirus program running try installing after disabling the antivirus program.
This now works. It was a combination of whitelisting the IP, having the outbound port open whilst anti-virus was disabled and then entering the proxy details. (individually they didn't wresolve the issue).
