Error 403: Invalid client certificate headers

I have set up a shared web server on a local atom where I set the authentication to be done through Client Certificate Headers. I give the header a name and deploy a public certificate to it. 


I try and request this web service by passing in a header containing the header name set on the atom management page, and the value of the header is the Base64 encoded string of the public certificate. I get the following error - 


Error 403 A client certificate is required for accessing this web application but the client did not provide a (valid) certificate.


Does the atom expect a Base64 encoded string certificate in the header? Or anything else?
